EMERGING INFECTIOUS DISEASES (EID) FACILITATOR OFFICER

IMMEDIATE SUPERVISOR : Emerging Infectious Diseases (EID) Coordinator


Background

It is proposed that capacity building for Indonesia with respect to emerging infectious diseases (particularly Avian Influenza) be supported through a scholarship and fellowship program aimed at strengthening the number and expertise of trained field epidemiologists in the country and at strengthening the capacity for epidemiological surveillance and response within the Indonesian Ministry of Health (MOH).

The capacity building activities will be delivered through the Australian scholarships program via Development Scholarships, Australian Leadership Awards and the Endeavour Program. These activities will feed into the selection and recruitment process of AusAID and DEEWR.
To support this activity, a part-time program coordinator based in Indonesia will be appointed.

Term of Reference

The position will be appointed for a period of 1 year with possibility of extension. The contract will be for 100 days per year (generally 2 days per week but variable depending on workload). The person will have a desk in Directorate General Communicable Control and Environmental Health, Ministry of Health office in Jakarta.

Reporting to EID Coordinator and working closely with the stakeholders including the Ministry of Health (MOH), University of Indonesia (UI) and University of Gadjah Mada (UGM) in Indonesia and the Department of Health and Aging (DOHA), and Australian National University (ANU) in Australia, the EID Facilitator will:
• Provide a key liaison and coordination role for the Capacity Building Initiative.
• Oversee the recruitment and follow-up of students/lecturers.
• Provide liaison and coordination between all stakeholders involved in any program

She/He will be assisted by designated representatives from participating institutions in Indonesia. The participating institutions in Australia will appoint representatives to be responsible for their programs and these representatives will also liaise closely with the EID Facilitator in Indonesia.

Key Accountabilities will be;
- Increase the number of scholarships and fellowships provided to Indonesians to study communicable disease epidemiology (particularly related to Avian Influenza) in Australian institutions.
- Increase linkages and exchanges between participating institutions through the Australian Leadership Awards and other opportunities that may arise.
- Play a primary role in support for stakeholders and coordination of program activities.

Selection Criteria

Essential criteria;
- A tertiary level qualification
- Knowledge of both the Indonesian and the Australian university institution system
- An understanding of AusAID and the Australian Scholarship system
- excellent communication, writing and networking skills
- Residence in Indonesia
- Ability to support and mentor students

Desirable criteria;
- A qualification in a health or related field
− Ability to speak (read) in Bahasa Indonesia

Background:
Since 2006, as a consequence of the devastating natural disaster of a Tsunami in a post conflict area of Aceh, CRS realizes a Health Program in Aceh Barat Daya district (Blang Pidie) in close cooperation and direct collaboration with the Health Department. This program is directed to Mother and Child Health, aiming at sustainable decrease of IMR and MMR. A balanced approach of behavior change to local authorities and the community leading to an improved delivery of accessible public health services and adoption of adequate health practices, will eventually be the basis of sustained health care and health status of the target population. Program performance (impact and result analysis) will be time-contingent monitored and evaluated, as to be accountable to all main stakeholders.

Primary Responsibilities:
The Health District Manager is responsible for the overall performance and management of the CRS Health Program in the district Aceh Barat Daya.
This responsibility covers
- Management of the CRS Health District office,
o Financial management
o Asset management
o Human resources
- CRS Health Program management
o Oversee capacity building and program quality
o Oversee field implementation

Specific Responsibilities:
 Manage CRS health program in their coverage area, to ensure quality, accountability and aiming at sustainability in the delivery of MCH interventions at the level of community and adjacent health facilities according to Proframe and DIP.
 Ensure appropriate technical assistance for health & hygiene activities to all layers of program implementation.
 Ensure regular and time-bound program monitoring, evaluation and reporting followed by adequate interventions to improve program quality.
 Identify the need in staff capacity; performance needs of all staff and ensure appropriate training and recruitment.




• Represent CRS to governmental and non-governmental groups as needed and agreed by the Health Program Manager
 Maintain contact with other NGOs working in the health sector in order to explore opportunities for networking and collaboration in order to enhance the impact of CRS’ health interventions
 Manage the support functions (Finance, Administration, Logistics, IT) within the program satellite office.
 Chaired staff meetings.
 Direct manage of technical staff in the district health program.


Skills and Competencies
• S1 in community health or equivalent work experience.
• Five years relevant work experience.
• Knowledge of Indonesian MOH strategies and systems.
• Ability to read, analyze and interpret administrative and technical reports, technical procedures and governmental regulations.
• Ability to write reports, ability to effectively present information and respond to questions from managers, counterparts, Ministry of Health, Regional Director and HQ staff.
• Health project, administration and finance management experience.
• Good English and Indonesian languages skills (both oral and written).
